Fisherman's Hall
Established by the Grand United Order of the Galilean Fisherman, Fisherman’s Hall became one of the first buildings of its kind in the nation. During its prime, the center was surrounded by black leaders who supported the community and were dedicated to empowering others. Chester Wainwright, the first black doctor in Jefferson County, established roots across from the hall, where he lived and practiced medicine. The building also served as a refuge to organizations that didn’t have a meeting space and its members who had no place to go at the time. George Rutherford, the president of the Jefferson County NAACP, said citizens used the building as a sanctuary before segregation.
“When they couldn’t go to white restaurants, they would come here and it would make them forget,” Rutherford said, recalling memories of walking to the hall Sundays for a soda.

Artist: Joy Quezada
Joy Quezada is a self-taught mixed media artist known best for her photorealism. Born in Queretaro Mexico,
Joy moved to the Charleston, WV, her mother's hometown, with her family at the age of 5. Then, her father attended and graduated from the WV State Police Academy. Her father’s career later transferred her family to the Shenandoah
Valley where she resides today. Her formative years were filled with outdoor adventures and a love
for animals which contributed to Joy’s early works including landscape, pet portraits and local wildlife.
Growing up Joy explored many different mediums and subjects including acrylic, watercolor and graphite. As an
adult Joy started her family young after meeting the love of her life and set art to the side for a 9-5 job. Never
losing the yearning to paint and create, she quit her 9-5 to become a special education teaching assistant which
allowed her to have a job she loved and time to paint and grow her art career. Today, Joy has had many
commissions and opportunities including but not limited to a large-scale Chew Mail Pouch Tobacco mural, 48 X 60
